The main beneficiaries of the reduction in the VAT rate which comes into force today are obviously those who cannot recover VAT. Given that most retailers were already discounting heavily, 'Jo Public' is going to have to be spending on a grand scale to notice the effect of a 2.5% reduction on its Christmas credit card statement. The financial institutions, bless 'em, pay millions annually in, well, professional fees amongst other costs. One city lawyer, when he heard about the cut in VAT rate, commented "This is going to lead to some interesting discussions with banking and insurance clients about the detailed effect of the temporary reduction of VAT rates on legal fees."
There is another class of VAT beneficiary, aside from the charities, in the shape of anyone contemplating major home improvements. Unlike new builds, VAT is not recoverable on alterations and so now is, bizarrely, the best time to start on that extension.
